If your RYOBI 1200W 210MM Compound Mitre Saw handle won't move up or down freely, don't force it as it can damage the tool.
It's likely the locking pin isn't fully in or out, and is obstructing movement.
Check that the locking pin is correctly positioned either fully out or fully in position by pulling out to unlock, or pushing in to lock.
